Thanks for the video. I have created fine and coarse STL files that suggest that the number of triangles is much smaller than the file that is saved. For example, on the coarse setting, the model I have says it uses 746 triangles but when saved it uses 8302 triangles. The fine version is 1780 but is also saved as 8302 triangles. Why the difference? I also have used Blender to reduce the mesh but I will try your approach as well ...

Well, water doesn't transfer motion to obstacles in blender. Neither mantaflow nor Flip Fluids. So you forgot to mention that the wheel is animated separately and baked to frame.

There is a dry organic material packed into the two interior annular faces. Think leather rings soaked in paraffin or pitch that have asbestos or feldspar pounded into them. it's this load bearing surface between them that makes this work. If you just use the friction contact of the one ring into the other it will spin gall and lock up... basically spin weld the two parts together. I wish you would put out more content!
